(Batool & Batool, 2018).

Despite the importance of empowering Saudi women, it is still noticeable that Saudi society carries within it cultural and social legacies represented by inherited customs, traditions, and values that are based on the principle of gender discrimination, viewing Saudi women through a stereotypical lens that rejects their participation in public work, which hinders their involvement in the developmental process (Al-Sarour, 2021, 254).

In the same context, the study by Al-Otaibi and Marai (2018) confirmed that the role of women, especially in the education sector, must be based on their empowerment to make decisions and possess the authority to carry out the required tasks based on the principles of justice, objectivity, and a sense of independence in the best possible way. The study by Al-Yahyaei (2017) also emphasized that the social and cultural factors and the mental structure of Saudi society towards women are among the most prominent challenges facing Saudi women and limiting their development and empowerment within society.

The study (Al-Tareef, 2014) indicated that despite the increasing attention in Saudi society to women's issues and the rise in their education levels, the reality of Saudi women's participation in the labor market is minimal; some women suffer from poverty and the spread of unemployment among them, which has become a concern for those addressing the unemployment issue in the Kingdom. The study also confirmed the weak social awareness of the importance of the role of Saudi women in development, the psychological pressures they face to join non-traditional jobs, and their inability to make decisions about joining certain jobs. The study showed that some customs and traditions limit women's entry into many professions, and Saudi society is still not convinced of women's involvement in jobs traditionally held by men; most families refuse to allow females to work in jobs that involve mixing genders, with a clear decline in the wages offered to women in the private sector, and the salary offered not matching the effort exerted, along with the lack of bonuses and financial incentives, in addition to the complexity of administrative procedures and regulations when searching for work, the lack of appropriate career guidance, and the unavailability of information easily and sufficiently regarding labor market needs.

Kazem (2016) stated that Arab society in general has confined its narrow view, with its traditional cultural and social backgrounds, to the role of women in the home and in some artistic jobs, and has not ensured them sufficient freedom to plan for their future in a neutral manner, nor provided them with enough space to choose. According to the Arab culture based on shame and taboo, and considering women primarily as mothers and wives, their role has been limited to their families only, reducing their role in development. There are two trends in Arab society: one is a traditional conservative view that sees women as weak beings whose role is only in family affairs and raising children, and that their leaving the home and mixing with men is contrary to religious teachings and social norms; the other is a relatively liberal trend that recognizes women's right to work and sees that there are professions suitable for their nature, such as sewing, education, and upbringing, while there are jobs they should not work in because they contradict their nature and inherited social traditions.

Accordingly, the study by Al-Daghreer (2018) emphasizes the need to take appropriate developmental measures through educational policies in the Kingdom of Saudi Arabia and to encourage the role of Saudi women in educational institutions at all levels to overcome the challenges that hinder the empowerment of Saudi women in society.

The study (Al-Mashhadani, 2012) also confirmed the need for society to reframe its cultural system; it is impossible to uplift women and make them capable of relying on themselves and making life decisions if society's perception of them does not change, with the necessity for the state to guarantee their legal, political, social, and personal rights that enable them to be responsible and capable of shouldering their life burdens, achieving their goals in life, and being an effective tool in the process of building society and participating in the developmental process.

In light of the previous presentation, the study problem is defined as the need to understand the reality of educational empowerment for Saudi women and to propose suggestions that can contribute to enhancing it, which is what the current study seeks to achieve by attempting to answer the following questions:

  1. What is the reality of educational empowerment for working women in the Kingdom of Saudi Arabia from the perspective of the study sample?

  2. What are the proposed ways to enhance the reality of educational empowerment for working women in the Kingdom of Saudi Arabia from the perspective of the study sample?

  3. To what extent do age variables (under 30 / from 30 to 40 / over 40) years, educational level (less than university / university / postgraduate), and social status (married / unmarried) affect the study sample's perception of the reality of educational empowerment for Saudi women and the proposed ways to enhance it?

Study Objectives:

  1. To reveal the reality of educational empowerment for working women in the Kingdom of Saudi Arabia from the perspective of the study sample.

  2. To present the proposed ways to enhance the reality of educational empowerment for working women in the Kingdom of Saudi Arabia from the perspective of the study sample.

  3. To determine the extent of the impact of age variables (under 30 / from 30 to 40 / over 40) years, educational level (less than university / university / postgraduate), and social status (married / unmarried) on the study sample's perception of the reality of educational empowerment for Saudi women and the proposed ways to enhance it.

Importance of the Study:

The importance of the study can be presented in several points, the most prominent of which are:

  • The importance of the topic it addresses, which is the empowerment of Saudi women.

  • It is a response to the leadership's directions towards giving more attention to women and highlighting their positive role in the renaissance and advancement of society.

  • The multiple challenges surrounding Arab women in general and Saudi women in particular, which require more studies about them and enhancing their empowerment in society.

  • The study may contribute to correcting some misconceptions about women among some that they are incapable of performance and excellence in the educational field and that their role is confined to the home and marital life.

  • Enriching the educational aspect in the field of empowering women educationally.

  • The study can open the door for other researchers to conduct further studies related to its topic.

Study Limits:

The study was limited to the following boundaries:

  • Subjective Limits: The reality of educational empowerment for working women in the Kingdom of Saudi Arabia and ways to enhance it according to Vision 2030.

  • Human Limits: A sample of working women in the educational field in the Kingdom of Saudi Arabia.

  • Spatial Limits: Provinces (Makkah - Jeddah - Riyadh - Dammam - Tabuk) in the Kingdom of Saudi Arabia.

  • Temporal Limits: The year 2021/2022.

Study Terminology:

Empowerment:

It is: "the process through which a person becomes capable of relying on themselves, affirming their exploitation of their abilities, and choosing and controlling their resources" (Shalhoub, 2017, 7).

Operationally: It is deepening the awareness of Saudi women working in the educational field and elevating them by informing them of their rights and duties and supporting their capabilities and potentials to become capable of effective participation in their society and responsibly bearing their responsibilities with efficiency and competence.

Women's Empowerment:

It is: "the process through which women's capabilities are built and expanded and these capabilities are employed to exercise the right of choice and enjoy a better life by possessing the cognitive power that helps them discover themselves, change the negative image of themselves, and develop their awareness of their rights and duties and balance between them" (Al-Bahwashi, 2016, 265).

It can be defined operationally as assisting Saudi women in recognizing their rights and duties in society and qualifying them for positive and effective participation in societal upliftment while granting them more authority to bear their social responsibilities and benefit from their rights in the educational field.

It also refers to enhancing the role of women within society, recognizing their productive status and active role in the labor market, and affirming their role in achieving Vision 2030 to be "Women are the Nation and Ambition."

Employment of Saudi Women in the Public Sector: The percentage of women working in the public sector constitutes the largest share of the total number of working women, with the number of Saudi women employed in this sector reaching (432,445) by the end of the year (1434 AH/1435 AH), while the percentage of non-Saudi women working in the public sector for the same year was (377.90). (Ministry of Civil Service, 1435 AH, 19)

Employment of Saudi Women in the Private Sector: The state supported the private sector at the beginning of its establishment by providing opportunities for it to undertake some work on its own account to increase capital in this sector, until the private sector matured and began to engage in all economic activities not performed by the state, expanding its scope to include private companies and institutions in all fields of industry, trade, and services. As a result of this expansion, employment policies in the Kingdom shifted the responsibility for providing job opportunities for citizens seeking work to the private sector, due to its capacity to absorb the majority of the total civilian workforce. (Chamber of Commerce, 1423 AH, 8, 41) From the previous presentation, it is clear that the Kingdom of Saudi Arabia is keen on economically empowering women by encouraging them to work in both the public and private sectors and taking the necessary measures and policies for that empowerment.

Challenges of Women's Empowerment:

The challenges facing women that hinder their empowerment in society can be classified as follows (Sharfa, 2018, p. 19):

First: Social Challenges: Social challenges are represented by the prevailing culture in society. In Arab societies, cultures that emphasize discrimination against women and glorify masculinity while favoring it over females are widespread, linking women's work to household chores, childbirth, and child-rearing.

Second: Economic Challenges: The entry of women into the labor market is fraught with many challenges, the most important of which is the perception of their weaker ability to accomplish tasks and work like men, in addition to the discrimination women face regarding wages. The opportunities available to women compared to those available to men are much fewer, making them victims of exploitation by employers. Moreover, one cannot overlook the sick leave, maternity leave, and childcare leave that women enjoy.

Both Al-Otaibi and Marai (2018, 129) believe that despite the positive transformations witnessed in the educational sector in the Kingdom of Saudi Arabia and the increased participation of Saudi women in education, the progress accompanying these transformations remains very slow due to the challenges and obstacles faced by Saudi women in achieving their goals. The most prominent of these challenges can be highlighted in several points as follows:

Weak empowerment of Saudi women to hold senior positions and tasks in educational institutions, with their work and required tasks limited to managing small private colleges and universities.

A decline in the percentage of women holding higher degrees and academic ranks such as Professor and Associate Professor compared to males who hold such academic ranks, where it is noted that their percentage significantly exceeds that of females.

A decline in the representation of Saudi women compared to men in teaching bodies at the university level both locally and globally.

Study Methodology and Procedures:

Study Method:

The study used a descriptive approach as it is the most suitable method to achieve its objectives. It described the reality of empowering Saudi women in the educational field and proposed some ways that could contribute to enhancing it in light of Vision 2030.

Study Population:

The study population includes women working in educational institutions in the provinces of (Makkah - Jeddah - Riyadh - Dammam - Tabuk) in the Kingdom of Saudi Arabia.

Study Sample:

The study was limited to a sample of (218) women working in educational institutions in the provinces of (Makkah - Jeddah - Riyadh - Dammam - Tabuk) in the Kingdom of Saudi Arabia, distributed according to age variables (under 30 / from 30 to 40 / over 40) years, educational level (less than university / university / postgraduate), and marital status (married / unmarried).

Sample Specifications:

It is clear from Table (1) that the percentage of sample members aged between 30 and 40 years is greater than the percentage of sample members aged over 40 years and those under 30 years, with percentages of (38.99%) (32.56%) (28.44%) respectively.

It is also clear from Table (1) that the percentage of sample members with a university level is greater than the percentage of sample members with postgraduate education, as well as those with less than university education, with percentages of (44.95%) (32.56%) (22.47%) respectively.

It is also clear from Table (1) that the percentage of sample members who are married is higher than those who are unmarried, with percentages of (67.43%) (32.56%) respectively.

Study Tool:

The study relied on a questionnaire prepared by the researcher to reveal the reality of educational empowerment for working women in the Kingdom of Saudi Arabia and to identify the proposed ways that could contribute to enhancing it in light of Vision 2030. The questionnaire was constructed and designed by referring to educational literature and previous studies related to the topic, in addition to consulting experts and specialists in the field. The questionnaire consisted of two axes: the first included statements measuring the reality of educational empowerment for working women in the Kingdom of Saudi Arabia, while the second included statements that contain proposed ways that could contribute to enhancing it in light of Vision 2030. Each axis consisted of (15) statements, totaling (30) statements for the overall questionnaire, with a three-point scale for each statement indicating the degree of agreement ranging from high (3 points), medium (2 points), to low (1 point).

Validity of the Questionnaire:

Validity of the Experts:

To ensure the apparent validity of the questionnaire, the researcher presented it to a group of experts specialized in the field of educational foundations and in the field of educational measurement and evaluation, totaling (13) thirteen judges, to express their opinions on the suitability of the questionnaire to measure what it was designed for, and to determine the relevance of each statement to the axis it belongs to, in addition to ensuring the clarity of the statements and the correctness of their formulation, and any modifications they deemed necessary, whether by addition, deletion, or rephrasing. This procedure resulted in over (80%) agreement among the judges on the statements of the questionnaire, with some requesting modifications to the wording of certain statements. After adhering to the judges' modifications, the questionnaire was finalized.

Internal Consistency:

To ensure the coherence of the questionnaire axes, the researcher measured the internal consistency validity of the questionnaire using the square root of the Pearson correlation coefficient, and the following table illustrates this:

Table (2) Pearson correlation coefficients between the axes of the questionnaire and the total score of the questionnaire

Pearson coefficient

Square root of the Pearson coefficient

First

0.823**

0.907

Second

It is clear from Table (2) that there is a statistically significant correlation between the total score of each axis of the questionnaire and the total score of the questionnaire, all significant at level (0.01). It is also evident that the square root of the calculated correlation coefficients ranged between (0.907 - 0.91), which confirms the high internal consistency of the questionnaire and indicates that the questionnaire is characterized by a high degree of validity and is suitable for measuring what it was designed to measure.

Reliability of the questionnaire:

The researcher calculated the reliability of the questionnaire using Cronbach's Alpha coefficient for the axes of the questionnaire and its total as shown in the table:

Table (3) shows the values of the reliability coefficients for the axes of the questionnaire and their total using Cronbach's Alpha coefficient

It is clear from Table (3) that the reliability coefficients of the axes of the questionnaire are high using Cronbach's Alpha coefficient, ranging between (0.817 - 0.854), which are acceptable reliability coefficients. The reliability coefficient for the total questionnaire was (0.896), which is also an agreed reliability coefficient, indicating that the reliability of the questionnaire has been achieved in general.

Scoring on the questionnaire:

A (High) response gives a score of (3), a (Medium) response gives a score of (2), and a (Low) response gives a score of (1). By multiplying these scores by the corresponding frequency for each response, summing them up, and dividing by the total number of sample members, we obtain what is called the (weighted mean), which expresses the relative weight of each item individually as follows:

The level of agreement among the study sample was determined (estimating the duration over which agreement can be judged as high, medium, or low) through the following relationship (Abdul Hamid & Kazem, 1986, 96):

Level of agreement =

N-1

ن

Where (N) refers to the number of responses and equals (3). The following table illustrates the level and extent of agreement of the statement among the study sample for each response of the questionnaire responses:

Statistical methods used in the study:

After applying and collecting the questionnaire, it was emptied into tables to count frequencies and to statistically process its data using the Statistical Package for Social Sciences (SPSS) version 25. The researcher used a set of statistical methods aimed at conducting descriptive and inferential analysis of the questionnaire items, which are: Pearson correlation coefficient, Cronbach's Alpha coefficient, percentages in frequency calculations, means, standard deviations, and the t-test for independent samples (t – test Independent Simple)، And the one-way ANOVA test. And the "LSD" test for pairwise comparisons.

The previous table illustrates the results of the first axis related to the reality of educational empowerment for working women in the educational field in Saudi society, in light of the statistical distribution according to relative weight and level of agreement on the statement and rank, where the table indicates that the agreement of the study sample suggests that the reality of educational empowerment for Saudi women came at a moderate degree overall; where the total relative weights reached (25.91), and the average relative weights reached (1.728), and the percentage was (57.59), which is moderate.

The previous result indicates a societal interest in empowering women in the educational field, and this interest aligns with the attention and care that Saudi women have received from wise leadership, granting them empowerment through a series of historical decisions that have formed an unprecedented qualitative shift that has enhanced their role in various fields, making them active partners in the elevation and development of the nation, achieving qualitative successes that vary in their fields scientifically, economically, politically, and socially. Those following the path of social, economic, and civil reforms for Saudi women that began in 2015, reaching 2021, find that actual measures have been taken on the ground to enhance their status in society in line with their immense capabilities and readiness to achieve progress and prosperity on various fronts, as they have made honorable strides commensurate with society and the changes of the era and its various outputs and stages.

However, this interest still needs depth and support, especially as it is linked to the culture of society and its view of women, as the level of educational empowerment for them came moderate. This can perhaps be explained in light of what both Al-Otaibi and Marai (2018, 129) indicated that despite the positive transformations witnessed in the educational sector in the Kingdom of Saudi Arabia and the increased participation of Saudi women in education, the progress accompanying these transformations is still very slow due to the challenges that Saudi women face, which stand as obstacles in the way of achieving their goals. The most prominent of these challenges can be summarized in several points: the weak empowerment of Saudi women to hold senior positions and tasks in educational institutions, the limitation of their work and the tasks required of them to managing small private educational institutions such as colleges and universities, the decline in the percentage of women holding higher degrees and academic ranks such as Professor and Associate Professor compared to males who hold such academic ranks, where it is noted that their percentage significantly exceeds that of females, and the decline in the representation of Saudi women compared to men in teaching bodies at the university level both locally and globally.

The previous result is supported by what was indicated in the study (Al-Sarour, 2021, 254) that despite the importance of empowering Saudi women, it is still noticeable that Saudi society still carries within it cultural and social legacies represented by inherited customs, traditions, and values based on the principle of gender discrimination, and viewing Saudi women through a stereotypical lens that rejects women's participation in public work, which hinders their participation in the developmental process.

In the same context, the study (Al-Turaif, 2014) indicated that despite the increasing interest in women's issues in Saudi society and the rising level of their education, the reality of Saudi women's participation in the labor market is minimal; some women suffer from poverty, and unemployment is widespread among them, which has become a concern and anxiety for those addressing the unemployment file in the Kingdom. The study also confirmed the weak social awareness of the importance of the role of Saudi women in development, the psychological pressures they face to join non-traditional jobs, and their inability to make decisions regarding their employment in certain jobs. The study also showed that some customs and traditions limit women's entry into many professions, and Saudi society is still not convinced of women's involvement in jobs traditionally held by men; most families refuse to allow females to work in jobs that involve mixing between genders, with a clear decrease in the level of wages offered to women in the private sector, and the offered salary not matching the effort exerted, and the lack of financial bonuses and incentives, in addition to the complexity of administrative procedures and regulations when seeking employment, the lack of appropriate career guidance, and the unavailability of information easily and sufficiently regarding the needs of the labor market.

This result is relatively consistent with the study by Abdullah (2021) which concluded that the empowerment of women to obtain their social rights came at a moderate degree.

It also aligns with the study by Al-Daghreer (2018) which indicated that the level of administrative empowerment for female leadership in emerging Saudi universities came at a moderate degree.

Regarding the ranking of the statements, the following is evident:

  • The most statements reflecting the reality of educational empowerment for working women in the educational field in Saudi society ranked first: I have the opportunity for training and professional development from the educational institution where I work, with a relative weight of (1.9874), which is a moderate degree.

  • Ranked second: My opinion is taken into account in the educational institution where I work, with a relative weight of (1.9117), which is a moderate degree.

  • Ranked third: There is equality in granting me opportunities to participate in social events organized by the institution where I work compared to males, with a relative weight of (1.8927), which is a moderate degree.

  • Ranked fourth: I can assert my control within the limits of my competencies in the educational institution where I work, with a relative weight of (1.8896), which is a moderate degree.

  • While the least statements reflecting the reality of educational empowerment for working women in the educational field in Saudi society ranked twelfth: I participate in making decisions related to the educational institution where I work, with a relative weight of (1.5804), which is a low degree.

  • Ranked thirteenth: I participate in setting future plans for the educational institution where I work, with a relative weight of (1.5647), which is a low degree.

  • Ranked fourteenth: I am granted the same autonomy that males receive in performing work at the educational institution where I work, with a relative weight of (1.5457), which is a low degree.

  • It came in the fifteenth rank: I participate in the creation of the educational institution I work for, with a relative weight of (1.4290), which is a low degree.

  • The answer to the second question: What are the proposed ways to enhance the reality of educational empowerment for working women in the Kingdom of Saudi Arabia from the perspective of the study sample?

To answer this question, the statements of the second axis related to the proposed ways to enhance the reality of educational empowerment for working women in the Kingdom of Saudi Arabia from the perspective of the study sample were ranked according to their relative weights, and the following table illustrates that:

The previous table illustrates the results of the second axis related to the proposed ways to enhance the reality of educational empowerment for working women in the educational field in the Kingdom of Saudi Arabia from the perspective of the study sample, in light of the statistical distribution according to the relative weight and level of agreement on the statement and rank, where the table indicates that the agreement of the study sample members on the proposed ways to enhance the reality of educational empowerment for working women in the Kingdom of Saudi Arabia from the perspective of the study sample was high; the total relative weights reached (38.01), the average relative weights reached (2.534), and the percentage was (84.46), which is high.

The previous results indicated that the agreement of the study sample members on the proposed ways to enhance the reality of educational empowerment for working women in the educational field was high, which can be explained in light of the fact that these proposals were built and derived from what previous studies indicated regarding the requirements for women's empowerment in general and in the educational field in particular, in addition to considering all aspects of educational empowerment and its related realities, as well as benefiting from the opinions of experts and specialists in the field.

The previous result is supported by what the study of Al-Otaibi and Marai (2018) confirmed that the role of women, especially in the education sector, must be based on their empowerment to make decisions and possess the authority to perform the required tasks based on the principles of justice, objectivity, and a sense of independence in the best way. The study of Al-Yahyaei (2017) also confirmed that the social and cultural factors and the mental structure of Saudi society towards women are among the most prominent challenges facing Saudi women and limiting their development and empowerment rates within society.

The previous result is consistent with what the study of Al-Dughair (2018, 19) indicated that Vision 2030 has set many goals and objectives to enhance the role of Saudi women in society, among which highlighting their role in education by increasing their participation in educational institutions, making decisions, and opening the door for them to hold senior leadership positions in these institutions is one of the most important goals that the Kingdom of Saudi Arabia seeks to achieve, affirming the importance of empowering and involving them in this field.

The previous result also aligns with what the study of Al-Juhani (2020) recommended: the necessity of raising community awareness of the importance of women's economic empowerment, and the importance of their role in sustainable community development through sound social upbringing, and by implementing awareness programs and forums in cooperation with community institutions, and adopting a national joint plan between government institutions and civil society organizations to correct misconceptions about their empowerment and improve their economic reality, in light of what Islamic law has granted them, while raising their awareness of the importance of their role and participation; enhancing their self-confidence and capabilities, and supporting them to face the social burdens and psychological pressures they encounter.

It also agrees with what the study of Al-Otaibi and Marai (2018) recommended regarding the necessity of providing opportunities for female leadership in Saudi higher education to take the initiative in dealing with problems independently without referring to senior management. And enhancing the delegation of authority to female leaders in Saudi higher education to bear the responsibilities assigned to them and influence the decisions made, as delegation has a significant impact on increasing creativity, and ensuring justice and objectivity in the promotion system in universities regardless of gender.

The previous result is reinforced by what the study of Shalhoub (2017) indicated that among the most important needs for empowering Saudi women are: qualification needs (education and training) and social needs, and that among the most important levels of empowering Saudi women is the level of participation, which depends on achieving positive participation of women in the decision-making process, and the level of capability, which depends on raising women's ability for objective analysis and conscious criticism of discrimination systems between men and women.

Regarding the ranking of the statements, the following is evident:
